Browser game? Well then your options are limited really to Java, Javascript and possibly Flash but I dunno if that can do 3d. I defo know the first two can and before people pipe up, I've seen them do it and not slow :)

Flash has 3d engines iirc. Unity, Shiva, Director, Virtools, Quest3D, Blink3D, jME, Processing , Flash (a.o. not hardware accelerated), ...
Or use OSAkit or some such third party tool to make you game playable under browsers.

Blitz3D+OSAkit would probably be the easiest route. It'll only run on Windows, though.
OSAkit does look very nice. It is amazing to see the castle demo running in a browser. The biggest advantage is offcourse using Blitz3D, which is great. Also, installing the player was nearly no effort at all. If it runs Blitz3D, can it write files ? To the internet temp. folder maybe ? That could come in handy.

The two libraries I've worked with, Alternativa3D and Papervision3D are both horrible dogs in their own ways: neither has particularly comprehensive documentation, P3D being the worst offender. In fact, it's so bad with P3D that even the community as a whole struggles to provide answers. Not their fault, there's just a whole wishy-washy attitude to documentation.
So, yeah, reluctantly, I'm forced to answer "Flash".

A reasonable answer would be that you can't answer it for sure without knowing the requirements of a person or a specific project but Flash is no 3d solution at all, yet.
No native 3d engine, no physics, not hardware accelerated just a few simple 3d transform commmands. People/companies who really need a Flash based 3d solutions also often don't use third party engines like Papervision because they are too slow, instead they write their customized ones.
Beside of that certain projects simply can't be done with Flash due to all the shortcommings compared to other plugins like Shockwave, Unity or Virtools. Shockwave is the one which is spread the most of these so if you're afraid of the market penetration then you better suggest this one instead. But there does exist a wide range of work in the web were clients need and want a real 3d engine due to that the project otherwise can't be done or that they want to put themselfes apart from the usual Flash stuff.
As for games it doesn't matter this much because the most important part is if the game is any good. If people are interested in the content they also download a 4MB plugin. Online portals also do accept plugins like Shockwave or Unity beside of Flash.
So i would say suggesting Flash for 3D development in the web is mostly a bad advice. For an indie who wants to develop his 3d game this way i would say take a look at what's available. Due to low costs Unity or Shiva might be interesting then. If you're interested in that portals also accept your game then you should go for Shockwave or Unity.

Another option that hasn't been mentioned is jMonkeyEngine (well not exactly anyway; people have mentioned Java which this engine uses.) It's a modern 3D engine that runs in browsers.
Oh, and igloader is very similar to OSAKit. So similar, I have no idea which option would be the better choice.

I can run OSAkit games in FF3 siread.

But it doesn't work on anything other than IE as far as I can tell.
It works with IE (and all compatible browsers) and of course it works with FF, Opera, Google Chrome, Safari for Windows... etc

I think you are using an old version of OSAKit, try the new one.
