If their theories turn out to be valid, it will certainly change the world in some fairly fundamental ways.
Hopefully they'll have more conclusive proof by the end of 2009, when they say they're planning on releasing product.

I've seen many of these "free power" inventions over the years. They never produce anything.
They get a lot of publicity and attract some investment capital. But that's it. Ultimately it is either a scam ( the usual or case ) or an honest mistake. The mistake is not doing a proper accounting of how much energy was put into the system prior to measuring the energy that comes out.

Even if people are not capable of doing a simple fusion reaction yet, there are many other ways to exploit energy of the environment:
1) You can drive generators with geysir power as seen in Canada and in Norway
2) You can do the same as in 1) by drilling a hole into the ocean floor until the water is hot enough to drive a turbine
3) You can put big voltaic cells into the world oceans to get direct electricity
4) You can put big vacuum domes into Sahara and let the kinetic energy of sun's photons drive the black wings of a generator
Nothing is "free" energy, it's all about exploitation of the sun and earth's heat, but as those sources last so damn long, one man can not tell how many million human generations they will last.

I say months because the scientific community has a lot of vested interest in "Quantum Electro-Dynamics" (QED), "Quantum Chromo-Dynamics" (QCD) and all the other flavors of Quantum Mechanics and will confirm or deny the veracity of his claims.
It sounds like Dr. Mills is highly skilled in the art of quackery, only time will tell if he's an outright quack or a visionary.
If his theory of an all encompassing unified theory is correct, a lot of people will be out of work and will no longer be able to raise research funding.
On the other hand, the prospect of an extremely abundant and inexpensive new energy source is too good to ignore.
