In the Creative Commons license, under the rule (http://creativecommons.org/licenses/by-nc/2.0/) 'you are free to Remix — to adapt the work' - does that mean I can change the format from mp3 to ogg? :)

EDIT: Or is that like "don't even worry about it, even if you change the format its still basically the same thing and you have done nothing to distort the authors work".

i thought it was like 10% change was needed.

I think you're fine. That'd be like saying that printing something on gloss is different to printing on matt. You're not changing the music, just how it's presented.
