Internet slowdown

.i have noticed past few days internet is really crappy here(Japan-Malaysia), no matter from where i was trying to access regardless connection speed...have you experienced such thing recently or its just something locally here?

Is this all from the same computer, or different computers?

its few times from internet caffe, and from my macbook pro(when im in malaysia)...similar results..weird..

They are actually installing toll-booths at the busiest internet junctions, this will really slow traffic down and cost us all an arm and a leg just get to a distant website.
