It's not really anything to do with Mac v Linux.
More that the people currently pushing changes into GTK want to in such a way that a lot of the public API becomes abstracted away from the inner workings of the toolkit, therefore making it easier (for them) to drop it into something like OS X.

I rather like to see Miguel posting about something other than Mono :)
Although I don't much like him being called "Mono man" in that headline, since Icaza's work beyond that is really very significant. (Started GNOME and Gnumeric, for example).

This API change, even with very little adjustment, means that GTK can be properly abstracted. That means very significant superficial things can be applied desktop-wide without needing to touch code outside of GTK. I don't think it's a stretch to believe that 3.0 will have some goodies; they shouldn't be too much trouble to implement at that point.
