I take that you are in a neighbor-hood watch scheme.. or just a nosy ba*tard.
I haven't seen any open-source API's any where for Number Plate recognition.
In any case, if you get one you'll probably need a high-tech video camera!

basically to get the licence plate numbers you'd need a better road angle than perhaps pointing it out your bedroom window will do, i doubt anyone would be willing to stick a camcorder ala webcam on a street pole with the cable running to their house ... it begs to be stolen and gives the general populace the idea you are way more than a nosey neighbour

B> cars going at speed down your street
C> cars that park in perhaps restricted areas
C> is easiest if you do happen to be on some form of watch scheem, you just go up to car and take a digi cam pic of car and one of close up of plate ... in the old days a note pad and pen was all they offered traffic wardens, now theyve got cameras for photographic proof of everything from tax disc date how badly it was parked etc
A and B if you live in a rural area that hardly ever gets traffic untill the commuters start comming home via your little village then im assuming you have asked the local constabulary to sort out some form of cctv first, i know alot of rural areas kicked up a stink about commuter traffic and their total lack of respect noise and safty wise of the residents they happened to be driving through
