How do i make something glow?

I want ot make a gem "glow".
I already have an effect that makes stuff glow, but it does it by bluring the outline and expanding it, while I want it to just light up, and shine :)

Does anybody know of anything better?

try Redrawing it in paint with about 50 or 60 added to each rgb value or try adding luminisy to each color

all of these options are under Color|Edit Colors

....in what program? Paint? Who uses paint?!
