I have an old customer telephone database a previous
colleague of me made using Sybase. I can't seem open it
with anything, any ideas ?

I have tried both "filemaker" and "access" who both claims
to be able to read Sybase-files but it's just garble....

The file looks healthy enough when looking at it in a hex
monitor.

Wow, haven't heard the name Sybase in years... they pretty much got killed by Oracle.

Not sure if this the format you need, but found this:

General file format

All files use newline characters as end-of-record markers. The fields in each file are variable-length and are separated by commas. All data is stored in ASCII format, which is compatible with the Sybase bulk copy (bcp) utility.

ODBS for Cybase exist..

i dont know the format is using..

it come with a delphy program i administrated in 1998
