Ok, I have ripped this 10 second clip from this movie, and It is in the VOB format when I ripped it. Now I have opened my VOB file into another program to change it to avi. When i play it as a VOB, I get the English Language, but when I try to play it when its an avi I always get french or something. And when I play the vob file in the program that converts it to avi it also does it in french. Is there a way I can get it to be in English?

Did you remember to uncheck all audio and subpictures other than English?

Of course.
you're OK if you grabbed a clip from the trailer of the movie (since those are made to be distributed and advertise the movie), but a random scene of the movie itself ripped from the DVD is copyright infringement if you didn't get permission from the creators.
since you put it on your website it could be interpreted that you're essentially distributing part of the movie, which is a big no-no.
Best solution is to stick the video on You Tube or similar - then link your link to them.

Other than having one additional hoop to track it through, it's just as illegal as posting the content directly on your own site. You still ripped it and 'published' it to the world at large.

Probably not.
Are you legally in the clear? No. If they owners of the clip really wanted to make an example of you, they are completely in their right to go after you.
