I don't see how it compares to Photoshop. Photoshop has very little functionality which could be used for procedural content generation.
I'm guessing you're not familiar with plugins like Alien Skin, Texture Anarchy, Eye Candy, etc. Regardless, the final product of the above app can be done in vanilla PS just as good and definately faster.

I am, but since they're compatible with most image editing tools, I didn't expect anyone to describe them as Photoshop.

Really? I can crank out decent textures using this, and similar programs, in a few minutes. I'd like to see someone do that in Photoshop with no source material.
Workflow for Photoshop "handpainting" and any Procedural Texture Generator is vastly different, and it just shows lack of knowledge if someone says "I can do this with PS faster". Sure. Maybe. But that's not what it's about, really.
Let's make a competition; do several different sized versions of that texture, largest say 4K, make it fully tileable and if you could make the final texture use less 100kb when distributed. :)
