We are having trouble making properly scaled and proportioned train cars. Where can I find measurements showing how big to make the wheels?

Depends which country you live in.
Might sound silly, but try any model train catalog - from the dimensions listed you should be able to work out the proper size of everything. You will most likely gets lots of subject images to work with too.

I bought years ago CD full of WWII era train car drawings - these were the actual blueprints Germans used when building their stuff, very handy for my [then [and now] WIP] wwII game.

I saw that last site, but it was useless.
should be easy so long as you can get the dimensions of one of the carriages you can just measure the wheel diamater against the carriage length or height in the illustration a figure out the measurements to a suitable unit scale.
Not sure what the problem is. Plenty of good reference material for an artist to figure it out in the links above.
You might be able to find a scale 3d model, even if its commercial you can still use it to trace a quick mass object as a reference for your own model.
