I'm looking up a few DX9 functions to learn, and accidently found these, and they seems to be open-sourced, those who reads Japanese can have a look, maybe you can get a few ideas.
These two are under development, so I can't guarantee they work on your PC, however should work with minimal pain to config and use.
(If they blow up your PC that's not my fault :P)
1.Selene (VC2005Exp ready)
You can try Selene if you have VC2005Exp+PlatformSDK, that SDK os ready for that and open sourced.

Since it's in Japanese, make sure you have Jap language pack.

(The SDK is language neutral, will run on any language set of Windows, I just mean the page/doc are in Japanese, all the func/example was written/compatible under pure English as well)
2.Quadruple D (Delphi6PE ready)

Quadruple D is "Do the DirectDraw with Delphi(DDDD)", however the new release supports D3D funcs.
