Any special effect package for Blitz3D?

Are there any special effect package for Blitz3D?
(ie. similar to ArcaneFX of Torque Game Engine)

Yeah, ParticleCandy is great. There are some editors around for it, I made one (freeware) myself. It's currently not available due to homepage reorganization, but drop me a mail and I'll send it to you.
