Is there a place/site where people can post their game ideas (for example if they are not capable of creating one) and other people who can create/design games, will do it?

If you are looking to post a game out you've created, BigFish Games, ShareIt and the like do publishing.

Try looking at http://www.gamasutra.com/ They have all sorts of stuff out there on games (development, publishing, etc)
