It all depends upon what you want to do with it. Personally I would recommend Wordpress for absolutely everything, but I know it inside out and have developed a number of sites using it (all the ones in my sig except binary sun run on wordpress).
I have heard some very good things about expression engine as well - have never used that so can't comment.
Judging from the replies it's obviously not a question of which CMS is best, but more of a question of what works best for you. You'll have to try them out to see what you like. Demos are here: www.opensourcecms.com
You didn't offer any details as to what you need it to do, what options you need, etc. so it's pretty much impossible to help you anyway.
