Moving Texture

How would you make like a texture of light on the floor?
Say if a guy is holding a lanturn and walking around, how would you make like a ring of light over the floor/walls.

A simple thing would be a sprite, aligned to the ground, using additional blendmode. But don't expect perspective projected and correctly aligned shadow and light effects this way. If you want that, be aware of a pandora box of troubles.
