16 to 8 bit Audio conversion tool

Anyone know of a good free audio conversion tool?

Specifically one that can take a 16bit mp3/ogg and make it 8 bit? ( Extra brownie points if it can take a wav/mp3/mod and convert it to 8bit mono ogg with just a click or two :D )

I have audacity, but it doesn't go below 16 bit :*(

Everything else google is bringing up has a fee, and this is probably gonna be used less then 5 times, if even that.

Using the Preferences in Audacity?!

Nope. Only 32, 24, and 16 bit.

*edit* I guess I won't be able to find 8 bit ogg's, as apparantly there is no such thing :-), so ignore this post *edit*

OOps my fault, i thought you were after exporting 8bit wavs...

why would you need 8 bit?

I just use Windows Sound Recorder for converting to 8-bit. File>Properties>Convert_Now
