I take it so they can showcase DX10 to try and entice gamers to Vista? And flog a few more XBOX360's of course :)

Well it is true though. Just like with Hollywood, the more it cost to make, the more appalling it gets.

Heard some rumours but didn't really bother to ask more detailed info - and I couldn't tell that publicly anyway if I would know any details. But you can easily guess what kind of jobs / tasks game companies can outsource easily.

Well, one could guess in a "traditional" game dev way but that's not really an answer as there is a wide range between "Make us some models" and outsourcing almost everything...

Theoretically this depends on the game but mostly on the company's philospohy.
I guess best would be to take a look what kind of jobs they have and then you might know best what might be missing.

for project gotham racing 3 on the 360 they outsourced all the car models to two asian companies. Apparently you can tell which were done by which company.
