problems downloading openGL sdk

I'm really worried I sound like a total idiot right now, but I can't seem to find the developer downloads for openGL to start coding in it... I visit www.opengl.org and try to find a download... but I can't. I'm quite confused...

As for documentation about the API and its commands, and the structure of the system, google for OpenGL Red Book and OpenGl Blue Book which are free online in various places.

I'm actually wanting it for c++...
I've heard of the redbook before... but never of the bluebook... I'll try to hunt down both :)
