A while ago I came across an article on google search terms for finding web cameras. I can't remember the url, but I found this which I think is similar.

I clicked the first search query on that page, and the first hit, and it seems it lets you move the camera around with the buttons on the left. It was also moving all the time so I guess more people have found that link.
