Far as forums go. there is invisionfree power board. which isn't bad, if somewhat insecure.

-50mb webspace
-no popup ads, just an ad at the bottom of every page
-pleasant web/html file upload system, 5 files at a time
-url name is a subfolder
-exe,zip,etc. formats allowed

cons:
-no direct linking to files, you have to link to a webpage
-sometimes is a bit slow
-no custom scripts cgi,php,etc.

That doesn't sound bad at all.

You prolly won't do much better than 50 mb on a free site.
