Whats you opinion on it?

I think that its a good idea, except it will be soley let down by the fact that even if you buy a game with a minumum rating of 4.0 and you computers index is 4.5 you still not probably going to be able to run that game.

The way they work out their minimum requirements is ridiculous. I've bought games where my system even meets the recommended and it still runs poorly at low detail. I think a better way to test would be to have numerious computers with different hardware combinations each with an index and see how it performs on those machines. The minimum can be calculated using the index from machines that can run the game at minimum detail at 800x600 with an average frame rate of 60. Reccomended can be a PC that can run the game at 1024x768 medium detail at 60fps or more. Even 30fps would be ok. Just not so slow you could draw the action faster with a crayon.

Like Neverwinter Nights 2?

If they really wanted a streamlined way to do this, they should just tell you how many 3DMarks it takes to run it with everything on. I find it hard to believe that people actually enjoy playing on small cramped screens, with ugly graphics.
