I think you have that backwards.
The problem with people not finishing games is more related to a LACK of available media, rather than a GLUT of it.
You can't just say "well someone released that sword pack a year ago, and nobody that bought it finished their game". A sword pack is nice and all, but you can't do anything with swords unless you also have knights, peasants, monsters, and a series of environments to place them in; not to mention magical potions, food items, treasure, etc.
So I applaud the release of this pack. You can't do much with a horse all by itself, but if you combined it with the medieval pack, fantasy pack, dungeon pack, and nature pack from this site, and picked up some weapons, items, and characters from somewhere else, then you'd start to have the makings of a complete game.
Now granted, it might not be a great looking game, and it will look just like everyone else's using the same media, but ya gotta start somewhere, and it's a lot easier to make a game by starting with cheap media packs and then getting the gameplay down and improving it from there than it is to just start from scratch.
