I don't have any fancy art programs except for Microsoft Paint and ArcSoft Photostudio, so I was wondering, if anyone knows, in these programs how do you make a certain color or layer or whatever, "transparent"? If you look at the latest MS3D news on their website, there's a tutorial on a tree. I've looked at the tree texture now for awhile and can't recreate it no matter how hard I try.
So my question is, either how do you make a texture transparent like this, or to get it transparent in game (B3D) would I need to code the transparency in using RGB?

you could go to:

If you live in the UK you could get emails from them or even phone calls to encourage you to upgrade but that's the only downside. Strangely, since moving to Malta, I don't even have to put up with those!!

I use Gimp as Photoshop is way too expensive, although I just got photoshop elements (a legal copy) from ebay dirt cheap.
Gimp is awesome, have used in many projects. But for more simple paint tools, have a look at Paint.NET.
