General internet\e-mail question

I hope this isn't too off-topic!

My question is, is it possible to get a list of all e-mail addresses at a specific domain?

For example, if i have the e-mail address jim@..., is there any way i could get a list of every email address @bob.com?

This has nothing to do with spamming by the way!

Imagine what hotmail.com would return if you could do that?

or try to write a spider-bot to catch the e-mail address...I don't think it can be a safe operation

It wouldn't be necessary if (some) businesses bothered to put the correct contact details on their websites (or answered their bloody phones lol).
