It's just a notepad bug. Replace the phrase "Bush hid the facts" with any phrase which has the same number of letters in each word and you get the same result.
For example, try : "Mark has two heads" ( Same result, right? )

It tries to open it as Unicode, hence the cockup.
Whats wierd is when you re-open notepad and click open, it's already gone to Unicode o.O

But why does it happen - what's so special about a 4-letter 3-letter 3-letter & 4-letter word combination that would cause notepad to behave like that?
