I am thinking of creating a CD that has all of the necessary software to create a good 3d game. What programs do you think are a necessity?

Well, I'd assume you'd need at least an art package like Photoshop/Paint Shop Pro and a good modeller. However, there are loads of choices for both.
I'm looking for best for price (if not free) tools.
Coding: Blitz3D or Dark Basic Pro
Texture program: John Judnich's Texture Studio or Swift's Seamless Texture Generator
3D Modeller/World Builder: 3D World Studio

That "Grey Alien" boy called me a gimp - I've made a note of that harsh attack. I'll use it next time I see "ENAY".
Gimp is not user friendly.
Character Shop is as really good tool, but lacks animation sequences.
If you don't like it Noel dont use it, at least my program are for free!!!
Not free, but very cheap. Free usually comes with a lot of compromise. But all of the programs below are the best budget tools I have had the pleasure of using.

All of these can be had for under US$100.00
For a bit more I would add Cinema 4D 6 CE. It's $100.00 but and is the best value I have seen in Pro 3D; great modeling and animation and renders very fast too and has good .X export.

What programs do you think are a necessity?
Here's my set and I think it's OK for a "indy developer". Of course some components can be left out or changed for cheaper alternatives depending what kind of game you are developing but cheaper means jst usually "more pain the to the user". Game developing needs suprising amount of support software or code like Sswifts stuff, because for example Blitz3D does not have particles or shadows at all.

Program to tweak SFX (edit and volume etc adjusting)
I do have Gile[s] too but don't use it currently in my projects.
