Anyhoo.. came up with a neat window function in PHP that I just send the title and contents to and it draws a window...
And I think it looks cool!

I'm not trying to create applications... just making a window for displaying a bit of news or whatever.

Sooo many things I can do with a PHP & mySQL database that would take loads of manual editing/cut&pasting off my hands, that automated "container" like you posted being one of them.
Oh well, least CSS helps takes the load off some.
Quite like the 2nd test's layout here, just not so fond of the color for the title bar here, just personal preference though I'd assume.
