ROR Question

Do I need a website with Ruby capabilities to use ROR on it? Or can I run it on my own machine? I'm new to this server stuff. I don't have a server at home. Can I still run Ruby on Rails?

You could run it at home, but chances are all your visitors would find it to be very slow and your host may have a clause in your agreement stating you cannot do this.
