Price of dev kits was never the issue with Nintendo, availablity was. In the past you had to have a long track record and a publisher to get a dev kit. Unless that changes, the price is irrelevant.
Yup, that's true. It doesn't matter if you can afford it, if you're not on the list you're not coming in.
They could be changing the rules though. Nintendo say that they've got one or two more tricks up their sleeves with regards to the Rev. I reckon that while a VR helmet is almost certainly not going to happen, homebrew (or at least provision for smaller devcos, probably a system similar to Live Arcade on the 360) could be on the cards, and these very cheap dev kits would support that theory. Of course for $2000 you'd not be getting any dev software or support from Nintendo, but then with Nintendo's shady past with regards to 3rd party developers that might actually be a bonus. ;)
