I've downloaded it and tested, it's really nice and easy to use, only windows based ofcourse and DirectX 9. There is no need to do any c++ programing. All programing is done scripting in javascript :) Mixing 2d and 3d is easy, making interface/hud for your game is 10 minutes jobs if you got all the art ready. Real fun to play with this thing.
There is free version with tutorials and lots samples to check to download that is a bit limited since it's free, but it can give you chance to evaluate it.
RedOcotober in case you reading this you should try this one if you haven't, it can sure produce some interesting watter effects.

Check out on features page what it can do and how easy it is to setup things. It's something like RAD but much more advanced and better.
Also there is possibilite that this one could be made to work with Blizmax if you have need for it :)
