2D Animator?

We all know that the 3D programs use bones to animate a mesh.
If I remember well the whole idea with the joints and the skeletons was first intoduced by the book Illusion of Life and first aplied to the computer game Another World.

My question is ...
Are any programs that is doing all this concept of bones animation for 2D and outputs a file format like XML for the timing and the rotation or position of the bones?

MoHo has Bones, its the only one I know of, yoo can find it here.

Another World was rotoscoped not based on bones, afaik, unless there was a later version that used it

I will be adding something similar to PaceMaker - 3d animation output directly to 2d animstrip with backdrop and customisable lighting.

Another World really wasn't rotoscoped - it was vector drawn, but didn't use real footage as a reference therefore making it a traditional animation.
Moho is great, but it's vector drawing is a bit weak. It's best use is as cheap AfterEffects alternative.

Moho sounds looks like what I was looking for I have to check it out.

Smiff: What I was thinking was like an animator that animates characters with textured planes and to export a file format souted for 2D.
For example directx files stores the points in 4x4 matrix but for 2d we don't have gimbal lock as we have only z axis rotation and we don't have z movement.

No no. Rotoscope was used in karateka.
