If you are too impatient to wait for 'TESOblivion'

Dig out your old copy of Morrowind (and the 2 expansions: Tribunal and Bloodmoon).

Then get the these mods from Planet Morrowind (EDIT: Oops, I mean PlanetElderScrolls):

http://planetelderscrolls.gamespy.com/

Vibrant Morrowind 3
Better Heads 1.1
Better Bodies 2.2
Morrowind Comes Alive 4.1
The Wilderness Mod 2.1
Real Signposts (or similar)
Bitter Coast Sounds (or similar)

This stuff is incredible when used together - a complete graphical overhaul, plus added realism.

Now, Oblivion can take as long as it likes - coz, I am re-enjoying Morrowind.

I used all of the ones that didn't require the 2 expansions when I played through it the first time... including the house in balmora and the girlfriend...

Course.. I didn't stick em all on till I was about level 25... if I had.. the girlfriend would have made life a whole lot easier in the begining...

Anything there that fixes the collision issues where you fall through the ground, or prevents the game from jerking around from streaming stuff in, even on a high-end PC?

Mmm, beta testers may be required for Oblivion - my system should handle it nicely at the 'recommended' level:

When we reach the stage where we need external beta testers, we'll put out an announcement and information on how to apply. Until then, we don't keep names or lists, so you'll have to wait for the announcement.

(now I'll wait for the posts telling me to 'get with the times')...

Actually... yes... there were a few user mods that -helped- with some of these issues.

Anything there that fixes the collision issues where you fall through the ground,

AARRGG!
That was an issue in the 2nd elder scrolls game. Bethesda are so overrated.

They aint overrated, they just get a bit too ambitious and not have a large enough testing station to make such a huge project bug-free......even after many game patches later on.

Good advice, although personally I use Visual packs 1.11, 1.2 and XT instead of vibrant morrowind, and don't use MCA. If you're going for a complete graphical overhaul you should also look at some of these.

...or prevents the game from jerking around from streaming stuff in, even on a high-end PC?

Change the line DontThreadLoad=0 in morrowind.ini to 1. That'll stop it streaming anything, but it makes loading times longer.
