I'm looking for a good AVI (or MPG) video editor that let's you draw over and manipulate any frame in the same way as DPaint could do.
The nearest thing I have seen is Newtek Aura although that no longer seems to be available. That was very much DPaint-like in operation.
Anything considered really. Just as long as you can modify the individual frames.
I don't think the Windows version of that program supports frame editing (painting).
Anything else?
Export your avi to a frame/bitmap sequence. You can then use any paint program, but look for one that supports 'onion skinning' (the technique animators use where they can 'trace' the previous frame(s) and alter each one slightly. Then, once you've finished your frames you can rebuild them back into an avi using any half-decent video editor program.

Do any of the major editors like Adobe Premier or ULead Video Studio feature anything like individual frame editing?
Also, what's best to use for 're-syncing' sound in a video file?
One particular file has a large out-of-sync audio gap (~20 seconds).
I tried VirtualDub but it kept reporting an error half way through the save procedure.
