Interesting app, although it's IMO quite questionable and probably must break copyrights etc... and I think it works only with OGL and not always even then:
OGLE (i.e. OpenGLExtractor) is a software package by Eyebeam R&D that allows for the capture and re-use of 3D geometry data from 3D graphics applications running on Microsoft Windows. It works by observing the data flowing between 3D applications and the system's OpenGL library, and recording that data in a standard 3D file format. In other words, a 'screen grab' or 'view source' operation for 3D data.

I don't see why it should be banned... It has non-theft applications... Its only copyright infringment if you try to make money off the 3d work ytou ripped... If you just use it for fun... Or even some of the ready-made artforms.. like collage...

No. Technically it's ripping (or intercepting), and has lots of fair use, and other perfectly legal applications.
Umm... if/when BlitzMax gets it's 3D module, would this program be able to grab meshes from games that people do using BlitzMax? BlitzMax3D is going to be OGL, right?

I think it depends on the countries law if it's legal or not. Around here, they say when something has a copy protetion function then it's illegal to copy it, eg. a DVD Movie.
You can grab models from most games easily enough already. There are modders for even the most unpopular of games, and the first thing any modder does is extract models. I found extractors for a huge number of games i wanted to mod, and many use same formats of packaging media so there are far more practical ways of ripping art if that's what anyone wants to do.
With software like this around I suspect pressure will be put on GPU manufacturers to build a secure pipeline, perhaps an encryption mechanism that is initiated when the main render screen is initialised... Maybe it can already be done with pixel shaders?

It's one thing to copy things (where breaking a copy protection is already illegal) but it's an entirely diffrent thing to distribute or sell copyright protected content of other people.
A lot of game engines have realized that the modder community is a solid basement for their success, so they release the games in a moddable and ripable (is that a word?) format. What would FPS Games be without MODs?

Maybe there would be less them, which would be a good thing... :) Modding is a good way to learn game making because you have tools and content made for you. Downside is that few people seem to think that they can rip stuff freely from every game out there. Also very few MODs are even remotely playable and good looking... "Red October" and "Desert Combat" comes to mind as a good examples.
