Does anyone know of any software that can do this?
Animating in photoshop is not very intuitive. Corel
Photopaint was excellent at it, but I no longer have access to
that. Any other (cheap) options out there?

Try this one, the DPaint of the PC world. I can highly recommend it and it has great animation facilities.
