Map Editor

Does anyone have a map editor for a scrolling 2D game? I just need something that can have 2-3 layers and that can use 16x16 tiles. I've tried Mappy and Tile Studio and I don't really like them.

Well, those two are generaly regarded as the best out their!! Maybe if you siad what is is you don't like about them?
