Desktop Shortcut

I thought there was a thread that showed how to create a shortcut on the users desktop, but i cant find it. Is this even possible? Plz tell how.

..copy your program shortcut or program itself in to 'c:\Documents and settings\allusers\Desktop' and thats it...
