win32 off screen render

does anyone happen to know if a win dialog
can be rendered off screen.

I'm thinking maybe that off screen render could be
an opengl texture....

well maybe, its a long shot, but if there was a way
of feeding back mouse/keyboard events too.

and yes I probably am mad
