ANy methods to create "tooltips" in BP?

Hello,

Does anyone know of any method(s) to create "tooltips" for
gadgets in BlitzPlus? (You know-- when you hover your mouse
over an area for 2-3 seconds a small explanation or
identification for the gadget pops up...those tooltips)
