Go to
http://www.geocities.com/electronin2/then add downloads/windowdll.zip to the end of the url when the page is loaded.
I just right clicked and choose "save as". This is using Internet Explorer. Other browsers might work differently.
Updated! it now has hide/show, minimize/restore, enable/disable, and close functions, plus a commented decls file and an example :)
