Map Scrolling

Hello im writing a RPG that uses scrollable maps. I can do the basic scroll but what Im having trouble figering out is how to load a chr and lets say the bottom left of a 100,100 map my disply is 19, 15 and im using 32 by 32 tiles.
I also have it setup where when the user is not by the eage its center.

What is a chr?
