scrennsaver

I'm making a personal screen saver and i havemade it but i don't know how to get windows to allow me to use it.

rename it with an .scr extension

do i have to put in a perticular directory

same directory as the other screensavers

I read somewhere that screensavers also have to be able to respond to certain commandline arguments. I can't remember what they were, I'm afraid, but there you go.

So a .exe renamed to .scr (and placed in C://Windows folder)
will act like any other screensaver?

Not quite. But almost. For one thing you won't be able to "preview" it like other screensavers, and the configure and such options depend on those "certain commandline arguments".
