Do you mean Blender? If so, then yes it is. It isn't easy to get used to the UI, but it has a good range of tools. A guy called Shagwana has made a Blender to B3D converter. No bones yet tho.

Not one of my favorites but I've seen some really impressive stuff done with it.

I followed your link and downloaded the free software : it looks powerfull and a great community is behind.

I am looking for tutorials now, for I still haven't decided which modeller I will learn...

Blender is a great modler, missing a few minor things at then moment tho. Its gone open source and the main website for it is www.blender.org

Theres going to be a new version out soon 2.27. It might have a .xml version of the .blend file (making it easier to access models for importing/converting to Blitz)
